Fifty three (53) seconds after handcuffing Mr. Garcia, Officer Collins said over his radio that Mr. Garcia appeared to be seizing and choking. The officers eventually removed the handcuffs and started CPR, which medics from the Fire Department took over and performed for over twenty minutes.
Mr. Garcia was pronounced dead at 2:23 AM.
