yes, but the priv key is needed to encrypt.
The pub key is used when sending to another system.
The other system has its own pair, so both sides exchange public keys then they can encrypt/decrypt as they can then use their private keys.
Not certain you can do that with just a single key pair, eg the public key can't be used to encrypt.
I might be wrong but not seen that in use anywhere
