As for the CSS, the very quick/rough template stuff that is generated for new weblogs does include style stuff in the templates themselves, but you don’t have to operate that way! You can create a single CSS file and use the HTML <link> element to pull it on from all templates. That same blog post linked above talks about how to create files in weblog.lol.
