Yes but it's two steganographic messages hidden in two "plausible" human text messages in a way that each message on their own does not reveal to be a steganographic message on its own but in combination they reveal a secret. This adds a huge burden on the censor as the message filter now either has to scramble all messages or test them statefully.

But how is that different from the classic steganographic method of altering a picture to hide a message? If the censor knows the original image, it can catch the alteration and the embedded message but if the censor doesn't pay close attention, you can sneak this by as just a random picture.
