Variable assignment, expressions, Loops, if-blocks, functions and an sense for numeric/string types. I think all the other concept can be deferred and you can still write some thing that is either amusing or as useful as solving an algebra story problem.
Things like scratch probably have *more* concepts you need, e.g timers for animations, image/sound assets, but also still the regular programming stuff.
