#4? Doesn't seem to work because they store everything forever.
It wouldn't surprise me, to find out that some of the forever-storage relays are run by the NSA or the IRS, or something. Seems like the sort of thing a fed would do, to collect incriminating evidence of breaking laws that haven't been written yet.
