In many cases, patches are only backported a month or longer after it was released in a monthly, quarterly or yearly release.
We often ship an early security update based on the ASB patches prior to the month's OS release coming out. Many of the patches were often already shipped in earlier months. Of the ones which are needed, some often don't apply cleanly. They can require substantial changes to apply to a later release. It can be difficult to figure out how to do that.
