I would've expected the obviousness of the need to mandate hazmat for such an operation to be self-evident, but clearly it isn't for some assholes.
There has been /ample/ bioweapons research involving similar things and demonstrating just how effective it is. (And also cholera transmission vector analysis, among other things.)
