Governments need first to actually admit the magnitude of the problems. This isn't some tiny issue - this is something which will destroy most of humanity if left unchecked.
They need to strongly explain to their citizens that for their grandchildren to have a livable world, we today will have to make serious sacrifices.
They need to actively forbid many, many activities. They need to embrace #degrowth, and explain that yes, it will tank the markets.
