Counter intuitive...
Once upon a time it used to be considered best practice to use Google Voice for Signal. You set up an anon Google account with only Voice. You set up hardware security key auth on the Google account. The only thing you used the voice number for was your Signal account. Some people also used that number for text message based 2fa but that tied it to your government name so a separate account from your signal account is ideal.
This was the only way to have your phone number protected from sim jacking by hardware security key at the time. There may be better providers that offer hardware key 2fa for your phone number now.
The major issue I have noticed with every VoIP provider is noticable voice lag on calls.
