Close enough, the lightning network is built upon bitcoin. Bitcoin being layer 1 and lightning being layer 2. Sending on-chain transactions (layer 1) requires blocks to be mined/confirmed which takes on average 10 mins per block. Lightning builds upon this so that bitcoin transactions can happen off-chain which allows us to have instant / very low fees for sending bitcoin. Zaps are a nostr event, they are basically receipts for lightning transactions that are stored in relays so that nostr clients may subscribe to these zap events and present them into the user. When you zap someone your just sending a lightning transaction and the zapper (if exists) publishes a zap event to nostr relays
