Unless it's illegal to Tor in your country or on thr network you are connected with (work or school) you csn simply download Tor Browser from your usual Browser, the only precaution would be to check the hash and signature of the Tor Browser installer (it should be explain on thr website), if you are more precautious you could also find the signature of the Tor dev from a second source (Reddit, Twitter, another reputable website, ...). You can of course use a VPN to do so but it will just hide that you access the Tor Project website, which is more or less pointless as they couldfigure out you use Tor when you will connect later (which would not use the VPN by default).

By the way, don't worry if Tor can be slow sometimes, it depends on the speed of the slower relay in the route, if it's really not usable restart to get a new route, it should help unless you visite an onion website and that the bottleneck is coming from then service you are visiting.
