Their level is that they're people who don't want to die for entertainment. If the roads aren't closed YOU CAN'T RACE ON THEM. That's true for anybody. Chapeau to them for what must have been a hard decision. The men would do well to follow their lead and do the same far more often, as recent tragic events have only highlighted.
