The reason it didn't completely collapse is because there were no airplanes to cut 'caverns' in it and so it didn't form that avalanche like potential where the upper part of the building can crash on the lower parts. The building was a complete loss even if only fire affected it. It had to be demolished as its structural resistance was destroyed beyond repair..
