If you can live with the 25MB file size limit, CloudFlare Pages is a fairly good free (and fast!) option, e.g. this gallery of my cousin's wedding generated with my tool https://github.com/fazalmajid/pswp, using PhotoSwipe and Smartcrop for the thumbnails:

Or is it about authorization and access control? In that case, I've found the limiting factor is how to express the policies. You don't want to end up micromanaging a monstrosity like Google Zanzibar to specify the relationships, and in any case civilians can barely deal with a static login/password protected gallery, let alone something more sophisticated.
