A. Unconstitutionally, via gerrymandering. While all gerrymandering should be unconstitutional, in 1995, SCOTUS came to a 5-4 decision (Miller v. Johnson) that racial gerrymandering is a violation of constitutional rights and upheld decisions against redistricting that is purposely devised based on race. So how did his Ohio district get away with this?
