If you mean understand the times and reach people that's what churches are supposed to do yes. The state can keep its filthy hands out of it.
Unfortunately, most churches from Catholicism to NAR are compromised and infiltrated with occultic teachings and heavily rely on Gnostic ideas. Which is why most don't have a clue what's going and still think they can save this earth or improve their life with "positive thinking" and "being good"
