Sure, there are several relays servers. It seems as though all it would take to censor a user is to control the largest of the relays. The end-result would be no different than blocking servers now. Of course, people could set up other relay servers that didn't censor. At that point, it's almost the same situation that already exists.
The exception with nostr seems to be that there is the addition of a unique key-pair that could be directly tied to an individual. If key registration is ever implemented, anonymity would become impossible.
