They could if they want. Any encrypted data will consume a lot of space, including DMs, Private Zaps and private lists...
In the end, I don't see general free relays storing much more than text notes, zaps and reactions anyway... There is not going to be any space for anything else until someone completely rewrites relay codebases out of monolithic designs.
