*RA WCom: Invitation to a GM about preliminary draft regulations for the TDC*

Dear Community,

We request your presence for a General Meeting on the *30th of April, 2024, in Kalabhumi at 6 pm*, regarding formulating draft regulations about the constitution and function of the Town Development Council (TDC).

As you may be aware, on the 15th of March the Madras High Court (MHC) gave a ruling on the Standing Order issued by the Secretary on behalf of the Governing Board (GB) for the appointment and functioning of the TDC ( https://drive.google.com/file/d/1L_qk3RQKd0T1bBtcbhSw7B-jxqN7EM1Q/view ). In a nutshell, the Standing Order constituting the TDC is invalid. A new TDC can be constituted only after new regulations are made, approved by the GB and published in the Gazette of the Government of India.

Another point in the ruling states as follows: However, it will be open for the respondent Foundation, through its Governing Board, to frame fresh regulations in tune with the provision of the Act and the observations made herein.

Many of the observations made in the judgement are related to the role of the Residents’ Assembly in planning and development, including choosing the TDC. Therefore, L’avenir d’Auroville (formerly RA TDC), in consultation with the Working Committee, have taken the initiative to draft a preliminary set of regulations to be presented to the GB for their approval. 

We would like to present this draft to the community and invite feedback. The meeting will start with a short welcome to the new members of the Auroville Council, Entry Board and Working Committee before presenting the draft preliminary regulations and having a short Q&A session.
