It's funny because what they are describing is basically the entire DoD small business contracting apparatus. Chip companies just need to learn how to lie more convincingly. Most of those small business contracts seem to go to white guys who happen to have a 0.2% Comache Indian wife who happens to own 51% of their contracting company, qualifying it for DEI bidding status.
