If I understand correctly, No. 2 is natively built into Mastodon. I don't think there's any limit (or it's high enough that I haven't experienced it yet)
E. g. for Moshidon/Megalodon you can add more hashtags to a group by going to the timelines menu, tapping on a hashtag timeline, than show advanced.
