I don’t think this is about hashcash is because he’s talking in the present tense in the context of bitcoin. If he were talking hash cash he would’ve been talking in the past tense and said “we propose*d* a system…”
But I just skimmed some mailing list messages and didn’t see any other “we” messages. I know I’ve seen more than the one above though.
