The experience of one area in Birmingham suggests with investment & some re-organisation it could be, but as always the danger is this move into more community provision is seen as a way of cutting costs not improving health care.
Moreover this would reverse years of centralisation & consolidation that has been prompted by complaints of a 'post-code lottery' where health services are locally managed....
