I read the book "Clinton Cash", and it detailed numerous Clinton rackets, among which was Haiti.
I think there was a bunch of money raise and flushed thru the Clinton foundation, then used for clearing a couple areas to build factories (like clothing...old navy, maybe?) and ports. The rest of the place was left untouched.
