Nakatsuru started imitating Akira Toriyama's promo style instead of his manga style, and they're very different. The excessive shading makes everything look stiff and it changes the line work in not_great ways, which became the trajectory for the next 20 years.
Thankfully this has been mostly reversed but it took them until 2017 to start doing it.
The same Nakatsuru is also the designer for the current Dragon Ball show and his designs make for much better animation these days
