A few MSX1 computers used it, and the MSX wiki has a list of monitors known to support it: https://www.msx.org/wiki/Digital_RGB_connector
...but I doubt many of them made it out of Japan.
It's an odd one, for sure. The only reason I know about it is that I bought an old "TV/Monitor" sold by (weirdly enough) Sears that has one, just marked "RGB". Sadly, I don't have anything that can output a CGA-ish signal at the moment.
