I think a paywall, even if it's a $0.01 paywall, would be an enhancement to the podcast:value specification if it's optional for the creator. But, of course, that breaks open podcasting, since you'd need some form of protection for the audio.
A minimum $0.01 paywall - i.e. a paywall at any value - would seem also the right thing for streaming payment music shows, for example. Right now, our feeds are open to anyone to consume, even if the app isn't capable of streaming payments.
