"Transaction is dust"=The amount of bitcoin you want use to open the channel is LESS than the fee you have to use for open it (every opening and closure of a channel is bitcoin multisignature transaction 2-of-2)
Even with mimimal fee, i reccomand you to not open a channel so small.
How resolve the issue: you need to allocate more sats to your node via on-chain transaction. i want suggest at least 100000 sats for open a channel if you plan to use it for just spend and receive sats
