Belum is an imperfective aspect marker. Here, it's showing that the verb is incomplete or hasn't started. Sudah is almost the opposite. Being the perfective marker, it's showing the action is completed.

Putting them together introduces a question condition. Literally: Bill ours complete being-paid incomplete?

Aspect is muddy in English so the translation uses yet to signify the possibility of either outcome
