If the law specified exposure of genitals, then there wouldn't be any problems with breastfeeding.

There must be a way to specify in law that unless an area has its own rules allowing nudity, then anyone over the age of say, 10, is not allowed to expose their genitals. Beaches, and some other places, could then be designated whether or not nudity is allowed and then people can choose whether to go there or not. I.e we can consent. I don't see how that would be too difficult for councils to manage. They already specify that some beaches are for dogs, while others don't allow dogs, for example.

The law as it stands focuses on the intention to cause offence, which is too open in my opinion. All that a pervert has to say is "but I didn't mean to cause offence" and he's off the hook.
