I recall learning that suing the US government has a tricky end result, where final payment has to be appropriated by Congress regardless of the fact that the plaintiff already prevailed in court. But if someone with a contract sues here for non-payment and prevails, would that still apply given that Congress ALREADY approved the expenditure?
