I have suggested that to my company's HW types. The response has always been a shrug and words to the effect that there wasn't enough space. Even after they left disconnected one of the unused JTAG pins on a device that claimed it didn't need to be tied to anything. That resulted in several prototype boards rendered mostly useless.
