Eugenics is bad for a different reason: if a government is in charge of it, what if they do that for traits that are bad or at least not unalloyed goods, but not from their perspective? I.e. compliance with rules (whatever they may be), susceptibility to propaganda, etc.
I don't know much about genetics. Is it possible that any of those things has a genetic component?
In fact, even if there's only a cultural component, it could still have negative effects if it is done by paying people to have *and rear* kids.
