The way all Eastern European NATO members have way more brigades in their TOE than their budgets could possibly support is pretty sus. No, Poland, you do not field four active divisions with 14 brigades; maybe you have 14 brigades in your TOE (Germany: 7.5) but your absolute-numbers military spending is sub-German and your overall headcount is sub-German too.
