Massive OP RETURNs in blocks happening very often is a slap in the face to node runners. It's both a symbolic deviation of Bitcoin as money and a genuine detriment to their experience having to outcompete spammers to transact whilst being told they are forced to relay this trash around the network once Core remove ability for users to control yet another mempool policies.
Everything about it stinks before you even get to the part where they're forcing it through and "moderating" the github - according to policy just apparently never enforced until now.
The reality is loads of people hate what they're trying to do and - while I've cited malice/compromise among Core it really just seems like hubris more than anything.
