IIRC, grid scale solar is still allowed, but only on land deemed insufficiently suitable for agriculture.
What do we mostly grow around here? Canola, forage, and wheat. Despite having tons of great agricultural land, almost all fresh produce is imported. Even without considering agrovoltaic deployment, solar farms would be a big improvement over some landowner getting a tax break to mow hay, while waiting for the land to be sold to a developer.
