No no, car regulation is a whole different ballgame, a lot of that stuff is total horseshit.
House building much less so, mostly they just require builders to use decent insulation which, yes the windows are more expensive, but this is stuff that pays for itself in a couple of years and after that it keeps paying for perpetuity.
