I worked like that for years, and occasionally work in offices set up like that.
IMHO, it simply does not work unless people are talking very quietly.
Even if everyone is using a headset, there's a lot of noise leakage, and if more than a handful of people are doing it, the baffle might as well not be there.
But for a couple of people, talking quietly... perhaps?!
