I think there is still the wrongful perception that taking #PublicTransport is somehow "a choice" and that everyone should only pay based on usage. My short stay in #NewYorkCity so far tells me that if one cares about time, then given the amount of street traffic here (even if congestion pricing is implemented, as truck traffic cannot be ignored), they will certainly use public transit (unless they got a helicopter...). It's just not a choice for the vast vast majority of people.
