Shared blocklists. We use rapidblock.org at cosocial.ca, and it does a great job catching the most virulent racist troll instances.
I think Mastodon and other server software should ship with support for shared blocklists built in, with an auto-update mechanism. The admin should be able to exempt domains based on local culture and good judgment.
