At some point, I reached the conclusion that a large number of childhood bullies never outgrow their tendency to abuse others as adults.
They might grow quieter and more deceptive about their will to hurt others in adulthood but they also have an adult's access to resources that can inflict far greater suffering upon their chosen targets.
And the bullies still band together to gang up on others. We call those things political parties, the police, management, HOAs, etc...
