For most users around the world, Windows 95 was the first point of contact with the Internet. It made dial up networking built in and super easy. Can't say the same about Linux back then. If its peer to peer networking, I would disagree too, most users didn't even have the need for it, but it was just as easy. In fact, I have win95 in a VM and I am surprised it sees my M1 Mac and other PCs on my network.
