i tagged you because we have different views on how workable differences are between grousp right - i used to be in the camp of there being no such things as legitimately unworkable culture clashes, but let's assume there are, i still think they are minor cases
i do think you can have unassimilated groups within the same few spaces, it's just that the edges as to how they interact cannot be created by governement diktat or funding - and societies lack the inertia, patience (and have too much time and attention amplified by mass media) to let that negotation arise naturally, through contact: only the state can enforce that that time shall pass. it's kind of a gamble: "there will be few enough problems until a stable agreement has arisen such that we can survive in power the time it will take for that to happen"
