We are at a stage 4 water shortage. Unless the UCP moves can persuade the Irrigation districts to voluntarily reduce their water use (nearly 50% of all the water in the South Sask basin is used by irrigators) those old licenses have priority over cities that didn't exist when the licenses were issued. If you think growing corn and alphalpha for feedlot cattle to export is more important than turning on your tap, then don't pay this any mind.
