And that's the crux of the issue. No one has come up with a better way to sign value than prices.

The typical environmental economist response would be to just adjust prices though taxation/subsidies to have them better reflect the true value to society. But that is more a bandaid than a solution, imo, but I lack the wit to figure out a better way...
