When I run "php artisan migrate --verbose", I get "[PDOException] SQLSTATE[HY000] [2002] Connection refused" on this ancient #laravel app. I checked database.php which uses env() for the host, database, etc and I successfully manually connected to the database using the specs in the .env file.
I got a few ideas last night of stuff to try this morning but I'm running super low on ideas.
