If it's you who opened the ticket, I added a comment with a workaround.
You can basically add two dummy env variables to the docker command:
--env OAK_ONION_SOCKS5_HOST=1.2.3.4
--env OAK_ONION_SOCKS5_PORT=1234
and it should work.
