arite i think i figured out why i can't connect to ssh. might be the port. otherwise for whatever reason oracle's insane vcn shit might prevent me from logging in from outside (which beats me, port 22 ssh is enabled in ingress rules). in that case i could probably log in thru cloud console thing using a private ip.
