Ah, I thought a blossom server could mirror to another blossom server.
That would be a cool feature, but not necessarily part of the spec.
From the BUD-04, I see clients have to support mirroring by having a primary server to initially upload to, and secondary servers that the client instructs to mirror from the primary.
